What off-grid means here, and what it does not

A conventional data center connects to the public grid and waits in an interconnection queue, which in ERCOT and most US markets now stretches years. The GW Ranch design starts from dedicated on-site generation instead: under the permitted configuration, the plant cannot sell power to or receive power from the local utility system. That is narrower than “off-grid forever.” Behind-the-meter plants can be grid-connected, and Amazon has indicated the campus may transition to grid-connected service as interconnection timelines allow.

The practical consequence is speed: the project’s critical path shifts away from grid interconnection and toward equipment delivery and construction. On electricity costs, Amazon says the design will avoid raising rates for Texas families; that is the company’s claim, and it has not yet been independently demonstrated.

The site is not gas-only. Alongside the permitted gas capacity, reporting describes 1.8 GW of battery storage and 750 MWac of solar, with more than 5 GW of commercial capacity targeted by 2031.

The four allowable large-frame options are Doosan Enerbility’s DGT6-300H S2, GE Vernova’s 7HA.03, Mitsubishi Power’s M501JAC, and Siemens Energy’s SGT6-9000HL. The permit names these as allowable configurations; it does not establish active bidding, contract negotiations, or a final commercial award, and a permit filing is not a purchase contract. Pacifico said in January 2026 that the project’s turbines were secured, but it did not identify the suppliers or contract terms for the 14 large-frame units. The large-gas-turbine market is supply-constrained industry-wide, although availability differs by manufacturer and delivery slot. Which models end up on the pad is the clearest project-specific disclosure still to come.

Why this project is worth a reference page

GW Ranch shows one answer to that constraint: pursue dedicated on-site generation rather than waiting solely for grid interconnection. It is one of several dedicated-generation data center projects now moving in the US, and among the largest by permitted envelope.

The risks are equally concrete. The TCEQ permit allows up to 33.2 million U.S. short tons of CO2e per year, equivalent to about 30.1 million metric tons. That is a potential-to-emit ceiling, not a forecast or a measured result; for scale, the highest-emitting U.S. power plant in the 2024 GHGRP data reported about 19.0 million metric tons. The permitted units are simple-cycle turbines, faster to deploy but less fuel-efficient than combined-cycle plants, so the project’s operating economics would be sensitive to delivered gas costs. And the schedule is a developer target, not a customer commitment.
